Freesound - A wonderful resource with a huge collection of free audio files, including music and effects.

Flash Kit SoundFX - A large collection of sound effects, grouped by category, with a nice preview console. Not all are freeware, however - be sure to check before downloading a file. The design of the site is flawed, sometimes causing content to jump around - be sure to scroll down if you can't find what you were looking for.

Music

Pandora Records - High quality classical music distributed under a license that allows commercial use with attribution. The music is slow to download and can be difficult to find, but there are few sites where full-length musical selections of this quality can be found for free.
