Plugins - Photoshop Compatible

Virtual Photographer - Wonderful, easy-to-use plug-in which applies photographic effects to images. There are dozens of presets, both black and white and color, ranging from "old newspaper" to "fashion." This is one of my favorite presets, and I use it all the time, especially when I want to convert a color photograph to black and white.

Mehdi Plugins - Nice collection of free plugins. My favorites include projection, which applies a perspective-type effect to images, and Edges FX, which traces edges and has a nice sketch preset.

Plugins - Gimp

GIMP Plugin Registry - A large collection of free plugins for GIMP. Although the content is nice, the site is not very easy to navigate - plugins are not placed in categories, so you must search by keyword or "tag cloud".

Planet Preset - A very entertaining site featuring mainly food-oriented presets.
